Statement

To give
recognition to individuals' who are Social Entrepreneurs,
Knowledge Creators, Innovators and project them as Role
Models and sources of inspiration for our Society in
general.
Exploring the
Concept
The concept of Non-Government
Individuals (NGIs) has been set forth to encourage and
develop individual capacity in support of socio-economic
growth and human development in Pakistan. The idea has been
conceptualized by Dr. Anwar Nasim, who is currently serving
as Science Advisor at COMSTECH (the OIC Committee on Science
and Technological Cooperation). Dr. Anwar Nasim has an
impressive academic and professional track record and has
made significant contributions to the field of science. He
is one of the few Pakistani academicians to have been
credited with value addition at both national as well as
international levels. For Dr. Anwar Nasim, the articulation
of NGIs and a subsequent need for networking amongst such
individuals stems from a two-fold observation.
Firstly,
developing countries like Pakistan are held back by resource
and capacity constraints, which limit the government’s
ability to provide the full range of services that generally
form part of the State portfolio. Secondly, NGls are
essential to the development of intellectual, social and
human capital. It is, however, pertinent to formulate
criteria that can be utilized as a benchmark for the
identification of whether or not an individual can be
categorized as an NGI.
Dr. Anwar Nasim recognizes the tripartite relationship that
must exist between NGOs, NGls and the government in order to
work towards realistic modes and models of progressive
development. Essentially, NGls are one of the three actors
that can determine and contribute to community development.
The point to be made with reference to NGls is the
pertinence of individual efforts to the society at large.
The concept calls into effect, social responsibility to one
another vis-à-vis citizens. It recognizes that some
individuals are more motivated, resourced or enabled to
carry out certain activities and thereby have a collective
responsibility, especially towards those who are needful and
yet unable to draw upon those resources. Whatever the
strengths of public individuals, the important aspect is to
mobilize them, without a State mandate, to make a
difference.
The profiles
of the seven personalities presented in this document are
meant to be a starting point for:
a) Formalizing
the concept of NGIs and the value that they add to the
society;
b)
Demonstrating the characteristics of NGIs to help identify
the kind of persons who should come together to network;
c) Showcasing
some of the work that is representative of NGls; and
d) Portraying
the diversity of NGIs in terms of the activities they
undertake and the contributions that they make in their
respective fields. |
